Montalvin Manor, Tara Hills, and Bayview Community Meeting #3

The third Montalvin Manor, Tara Hills, and Bayview community meeting for Envision Contra Costa 2040 was held last week to seek feedback on the draft community profile for these communities. Although only one resident attended the meeting, helpful feedback was provided through an engaging conversation.  

The profile provides context about the Montalvin Manor, Tara Hills, and Bayview communities, an overview of planned land uses, and guiding principles, policies, and actions to guide growth and development over the next twenty years. The workshop participant shared useful feedback that we will use in refining the profile to ensure it reflects what community members want for the future of Montalvin Manor, Tara Hills, and Bayview. Some of the following themes emerged from the discussion:

  • There should be an increased focus on creatively re-using vacant lots and storefronts. Residents avoid these areas because they feel unsafe due to the presence of homeless encampments.
  •  Policies and actions that address increased law enforcement, opening an emergency shelter, and neighborhood beautification should be prioritized.
  • Developing new pocket parks and dog parks should be a standalone policy and/or action.
  • Policy guidance should be expanded to more explicitly address environmental justice, a lack of on-street parking, and improved connections to BART stations.
